The 8 RIBA Stages of Work: A Framework for Successful Building Projects
The 2020 Plan of Work by the Royal Institute of British Architects (RIBA) sets out a systematic guide for managing building projects, starting from initial concept through to operation and long-term performance.
This framework breaks down the entire process into eight distinct stages, clarifying how each phase unfolds and outlining the roles of architects, engineers, and clients throughout the project’s development.
At B&R Consulting Engineers (IOM) Ltd, our mechanical, electrical, and HVAC design specialists work across every RIBA stage, ensuring that projects progress efficiently, sustainably, and in line with client objectives.

Stage 0: Strategic Definition
At this early point, the project’s purpose, scope, and feasibility are assessed.
Key outcomes:
- Identify project drivers, constraints, and opportunities
- Explore strategic options to meet client goals
Our role:
B&R’s engineers provide technical feasibility studies, energy strategy input, and early-stage M&E advice to help define a clear, achievable brief.
Stage 1: Preparation and Brief
The project brief takes shape, defining functional requirements, site information, budget, and performance targets.
Key outcomes:
- Develop a detailed project brief
- Establish sustainability and compliance goals
Our role:
We assist design teams by developing M&E performance criteria, advising on regulatory compliance, and ensuring the brief aligns with environmental and operational targets.
Stage 2: Concept Design
This stage focuses on shaping the overall design concept, including spatial layouts, systems strategy, and early cost planning.
Key outcomes:
- Outline architectural and building services concepts
- Define system principles and spatial requirements
Our role: Our engineers develop initial HVAC and electrical system concepts, ensuring design intent supports comfort, efficiency, and maintainability.
Stage 3: Spatial Coordination (Developed Design)
Designs from all disciplines are brought together and coordinated into a single, integrated model.
Key outcomes:
- Full coordination between architectural, structural, and M&E designs
- Updated cost plan and technical validation
Our role:
Using BIM and advanced modelling tools, we refine layouts and coordinate M&E systems to ensure seamless integration and compliance with standards.
Stage 4: Technical Design
At this point, all design information is finalised for construction and tendering.
Key outcomes:
- Detailed technical specifications and drawings
- Finalised performance and control strategies
Our role:
We deliver comprehensive M&E design packages, including schematics, control logic, and performance documentation, ready for tender issue or construction.
Stage 5: Manufacturing and Construction
Construction begins, and design information is translated into physical installations.
Key outcomes:
- Installation of systems and components
- Quality assurance and technical verification
Our role:
B&R’s engineers provide site inspections, quality monitoring, and technical support, acting as M&E Clerk of Works where required to ensure systems are installed to specification.
Stage 6: Handover
Once construction is complete, focus shifts to testing, commissioning, and handover to the client.
Key outcomes:
- Full commissioning and performance verification
- Documentation and training for building operation
Our role:
We carry out commissioning verification, witness testing, and system training, ensuring all building services perform as designed from day one.
Stage 7: Use
The final stage ensures that the building performs optimally in use and that lessons learned are captured.
Key outcomes:
- Post-occupancy evaluation and fine-tuning
- Ongoing performance monitoring
Our role:
The RIBA Plan of Work provides a universal framework for structured, collaborative project delivery.
